Spencer Pratt, former reality TV star of MTV's "The Hills," has emerged in vocal opposition to California lawmakers' efforts to rebuild denser, more affordable housing after January's fire devastation. He uses TikTok, where he has two million followers, to bash legislation and drag Governor Gavin Newsom and Mayor Karen Bass, both Democrats. Now it turns out his efforts might be working.
